The money doesn't go to the developer. The developer has already been paid at release for their work. How many units the game sells will define whether that developer is contracted further, or let go. The number of online passes that are sold will have no bearing on if a developer is put out on the streets, so to speak.
Online passes are something that
everyone disagreed with upon their introduction, now people seem to be accepting them as there isn't really a choice.
Don't get me wrong, I'm not saying the use of an online network should go unpaid for. I'm in favour of Xbox Live and paying for online. I do pay for it, I hardly even use Xbox Live but I will pay. For me, that's the same as paying for phone\electric\gas\water and so on.
You use it, you pay for it.
But there are online passes on these same games on Xbox Live. The infrastructure that is used comes at no expense to the developer as 90% of the time gaming on PSN\Xbox Live is peer based and no server is involved. The times there is a server, this has already been paid for, the person that purchased the game paid for it, and a person playing a second hand copy of a game will mean the original buyer isn't using that server.
This is simply a tax to put people off buying games second hand, and reeks of the same dirty cash extorting practices as day one DLC.

OFFLINE pass, if they could. The only reason they don't is because currently games on console don't need online activation to play.
What you're saying is quite interesting. Are you saying that if you just want the online component, you are paying extra for the offline component because that makes up part of the value of the product second hand?
