The PS3 Used Cell processing Which made it need less RAM For Moderate to Heavy Gaming at the Time (6 Years ago Gaming was not That demanding on a system) The Ram it has is Pretty good, But The XMB uses less then Half of it running in the Background.
The RAM Is Different then Conventional Ram too, So yes it is "Special"

The PS4 Dev Kits have 8-16GB Of RAM, So I would say the Retail Models would have 4-10GB Of RAM Maybe (Probably Expandable (Sony Brand RAM (Like Apple)))

Ehhhh, It could use a bit more, And a Better Graphics Chip. They say it lags a bit due to the Strain the Stupid Screen Controller puts on it.
