so there's power on the board, i'm affraid your problem is not that easy then, the fact that it's a slim dousnt help, and the chip that controls the standby and stuff like that is supposed to be the bios chip, so it contains software aswell i guess.
on the connector to the power/eject board, you should also measure 3,3v at least on 2 wires....
to be honost i'm lost, it's allready hard to help from a distance and the ps3 is a bit complex too.
