I don't see why it does this for you if you are running it internal. Should work..
My experience:
It would not run at all from external at first.
Tried 'external / bdmirror' -> fail, black screen
Then i added harry's fix/eboot. -> strobing screen with spinning square.
Then i moved the game to internal -> all ok.
Rebug 4.21, that's the only difference for me.. (internal/bdmirror is checked)

thats good to know what the cause of the strobing is,
think i will erase it and copy it back on just in case ive got a faulty file.
weirs how people are having some of these issues tho and yet it works fine for others... still tho its early days with these new cfw releases sure given time things will be better and more stable
