Indeed, if you just upgrade from OFW 3.55 to CFW 4.30 v2 directly then you will not have multiMAN / Install PKG, so the proper way until an improved CFW 4.30 v2.1 is released, would be to upgrade OFW 3.55 to Rogero CFW 3.55 v3.7, then install multiMAN v04.13.00, and finally go to Rogero CFW 4.30 v2.0.
