They are free to do so but in order to make changes and i mean BIG changes, the community has to stay on solid grounds while being flexible at the same time and get along with the autorithy. (or try).
Which is not easy task to do.

Because not everybody thinks the same, acts the same way, etc.

So i don't know what's how to reach some *gray* area. Honestly.
yea i see where your comming from.
it is hard to keep peoples rights in tact while trying to keep some sort of order

how about giving some respected users a "sub mod" status
where they can move / merge threads
remove abusive / pointless posts
but they cannot ban / infract ppl?

kind of like a "middle man" mod. just to help the mods keep the site "clean"

its just a shame.
when i first started on forums. you didnt post just any crap as you would get told "this is a forum not a chat room"
any forum you went on you instantly felt the need to read and learn. the last thing you wanted to do was post on the site as you would feel like a fool if it was a stupid question.

but now its just
new user = same stupid question
