I doubt it.
When you try to load the PS1 game, the PS3 checks if your TV is compatible with 480i or 480p resolution (NTSC), even if your game is PAL (576i), because well it's a NTSC PS3, so it thinks the game you're about to load is NTSC. Cobra fixes the resolution when you load the game, but your TV fails the check that happens before that.

Also, you can get a HDTV for 200€ or maybe even less. Obviously it won't be huge, but I play on a 23" 1080p HDTV which I bought 2 years ago for 230€ (so it's probably even cheaper now) and it's just fine (it's in a relatively small room though).
