Can somebody give me more information on resigning and when it's needed?

I've found a ton of tutorials on HOW to do it but I haven't seen any on WHY or when it's needed.

From what I've gathered, all PS3 applications (EBOOT executables?) are signed to a specific firmware version (i.e. 3.55) and when you try to run it on a different version (i.e. 4.30) it doesn't work unless it's resigned.

I'm confused because I don't think you have to resign bluray game rips. It seems like this only applies to PSN games?

Also, does "ReactPSN" have anything to do with this?
