This really isnt all that surprising. It is no different then loading PC mods into the game as many others and myself have done in earlier Bethesda games. DLC are just large official mods. For some reason, mods that add quest lines and triggers / etc from the PC versions are extremely buggy on the PS3. A while back I loaded the Cube mod from the PC version of Fallout 3 and it worked somewhat well, until it eventually started bogging down near the end until it eventually just locked and crashed. There is likely a very real technical reason it cannot officially be ported easily (likely memory limitations as they claim). Personally, I have never made a mod using their GECK or whatever it is called for their Elder Scrolls series, but it is likely possible to use the PC kit to "clone" the DLC packs and just experiment with the scripting to make it work on the PS3. I doubt it isnt possible for the developer, but it is probably too costly for them to explore at this moment. I remember reading that for mainstream game devs, developing and pushing simple security/performance updates to their console games costs them around $40,000. So if making a game go from version 1.06 to 1.07 costs $40,000+ alone, imagine how much porting a whole entire DLC.
