The dll you're talking about is a part of microsoft visual basic and should be in the system32 directory. But i would just install ms visual basic and everything should be where it needs to be.

I copied the DLL file to the System32 folder but it's still the same. I also tried to install MS Visual Basic but i get the same result. It's very strange why only PS3PSARC_GUI doesn't work.
