Yes, you can use a port of PSgrade/PSFreedom on your HTC as long as you have it rooted and also if you are lucky enough to find the files you will need still available on the internet.
I just recommend buying a PS3key dongle from
www.modchipcentral.com since they only run about 9 dollars and there is almost no work required to use it and the FSM files are easily obtainable still........
The dongle is only needed for entering Factory Service Mode (FSM) so having to root out your HTC phone and prepare it for use for FSM just isn't worth the trouble.
