You can't use an account that you have content on, which is shared on ps3's.
Also you can't put back the act.dat (let's say we ftp a copy out) after deactivating the PS3/account. Sony will delete it from your system when you sign in with it..

I had no act.dat on my ps3 well not one that was from PSN, I had the act.dat that was created with reactPSN which i had backed up mistaking it for an original act.dat, when opened in a HEX editor it just showed all 11111`s, A PSN act.dat in a HEX editor is encrypted and is full of multi characters and numbers.
In my situation I had upgraded my firmware, reactPSN stopped working because it wasnt compatible with new firmware. so i foolishly deleted my `aa` account and all reactPSN data.
ReactPSN came out which was compatible with my firmware (Rogero 4.30 .v203) so i go looking for my act.dat in hdd0\game\exdata its not there,
I had another PS3 on OFW so i just logged onto my main account, as in this was the only PS3 that I had purchased DLC and dl/demos on
I De-Activated this one through the Account management on XMB.

Here's what i did using CFW 4.30 :
1.Install Multiman, will serve as FTP server and file manager
2.Login to PSN, and sync your trophies
3.Create a new user account(on ps3 not psn)
4.Using FTP server go to hdd0/home/0000000X (your profile having error)
5.Rename the profile that is having the error to /0000000Y (Y being any number other than the two profiles there)
6.Turn off ps3
7.Enter the ps3 recovery menu and Rebuild the database
8.Activate game for the account, test dling/activating purchase game/dlc from PS Store
9.Login your spare user account you created earlier
10.With file manager, /hdd0/home/ (you will notice that there are now 3 accounts 0000000X(rebuilt database account),0000000Y(original renamed account with your files),000000Z(the spare account)
11.Copy savedata folder from hdd0/home/0000000Y (original renamed) to hdd0/home/0000000X (new rebuilt account)
12.Rebuild database again using recovery menu
13.Login with your account, check if game saves are there, even test loading a protected save game in-game to be sure ( Bayonetta for instance )
14.That's it, from now you can delete folder hdd0/home/0000000Y or keep it as a backup just in case, no rush there

He forgets to mention moving your trophy data in step .11, when you move your saves,
I moved them both then followed step .12: Rebuild database
when ps3 booted I synced my trophys successfully,
checked 2 game saves one was copy-right protected WRC 2013, Fifa was on internal both games were a little sluggish loading trophy data on first boot of game, second time round both ran sweet.
