And when he does obtain one, he can carry out his crazed murdering with pretty good certainty that no one in these buildings will have a gun to stop him. That makes sense. I can already see it now. Another movie theater incident where somebody lets off a shot, nobody knows who fired because it's so dark, and then since everybody is a paranoid wreck with a gun, the whole theater is blasting at each other because they don't know who the culprit is.
