Reflow = Heating up your PS3 mobo so that the existing solder joints melt and reflow.
Reball = Replacing the existing solder joints with new ones.
Both are tricky and if done incorrectly can bugger your PS3 up big style, so either be Very careful yourself, or get someone else to do it for you
