Yes, you are correct. You do not have to do the qa toggle method, and can just install the Rebug Toolbox 02.00.00.pkg on kmeaw 3.55. Once installed navigate to Utilities, and make sure QA is enabled. You can then exit the toolbox, and update to Rebug 4.21 REX from XMB.
I was on kmeaw 3.55 like you, and this is exactly what i did to upgrade to 4.21 REX. It was really easy and i have not had any problems at all. Like itskamel states, just make sure you have updated multiman to the latest version, which is multiMAN ver 04.10.00 BASE CEX (20121103).
From DeanK in another forum,
1) Install the Toolbox from the previous post
2) Check if you have "QA Enabled" in the Utilities
3) Install 4.21REBUG from XMB -> System Update - no need for recovery mode.

Itskamel, can you update the tutorial with this information, as I was using rebug 3.55.2 with the toolbox and had it set to enabled, and still thought I needed to go through the buttoncombo, which didn't really seemed to work as I already had the debug option, and all it did was jump from 'network' to 'debug' settings when pushing the down button (having all other buttons held). But know I read this in this thread and I read it's not necessary when using the toolbox.. thanx for the tut..
