for example, PS4 having a 32-core CPU, but games developed for it only max out at using 16 of those cores. So there's nothing wrong if the better specs are always fully taken advantage of right?

sort of. long story short = bigger isnt always better
sometimes the weaker system comes out on top as the better console
im not in any way saying "lets live in the dark ages"
upgrades are always needed but when in direct competition if a company throws in high power hardware that is not supported/used correctly then the console will not be as good as its weaker rival/predecessor
based on the fallout/skyrim equasion, ps3 fails hard compared to 360 making the 360 to me, a better console for that reason. i like skyrim and fallout but the ps3 made it unplayable for me
comparing the current systems, many have said the controller is what makes the ps3 better. that has nothing to do with cpu/gpu but is responsible for many to buy the system. the controller is an integral part to the whole systems functionality
people seem to prefer 3ds to psvita. why when its lower spec?
people prefer psp to psvita. doesnt that seem strange considering its weak?

, i didnt bring sega into the equasion as it is not in the running for current/next-gen (sadly as ringwide looked promising) and i hadnt thought of it for a while but dreamcast had a big following and personally i loved it more than my ps2. the controller felt brilliant although looked butt ugly. the anti-aliasing on the dreamcast was great too which for made games look better than on the ps2 (ps2 sadly couldnt pull this off). i think sonys name and reputation from their ps1 gave them the lead at that time from developers. that and the fact that sega rushed out the DC too quickly
specwise the xbox and gamecube kicked the ps2's ass but many still consider the weaker ps2 as the better console. sometimes the weaker console wins as sales should show.
