they have no function, and btw they are soldered to ground.
do you have a meter to check if the 5V reach the board?

EDIT: @MJ999 , btw with no light you mean not even a standby led?

also measure resistance between the 4 solder points (pins that are next to each other) and all the pins to ground if there's not a short.

obvious pin 3 is ground, pin 2 is technically ground?
