I know but seriously more than once i tought about this section.
3 of 10 new users that made their first thread they go straight to their problem instead of doing some proper intro and then head to help section.
So it's quite a pain moving certain threads from here to help section.
Ergo for me that section is kinda useless.
Merging both welcome/help is a good idea but like i said i doubt that Pirate will do something about this since welcome introduce yourself section is fundamental on every board.
