the thing about batman arkham city is, it maybe has an additional layer of encryption. but i cannot say for sure. though skyrim also has some additional layer according to the codehackers

and thanks @butnut , as i also want to try this saveconversion thing. if you can convert one save to another region successfully, it should be possible to make them "universal" (my assumption)
