It sounds like sony is trying to cut server usage by cutting down on update sizes...a very good idea. Can you imagine if you had to download Windows every time microsoft released a patch?

Yep it is not proper, it just a corrupted upload by Sony themselves to a certain site that a few people have a 'hacked' password access to.

Maybe done on purpose by Sony to track down those using that site to make these 'debug' updates.

All debug updates are the full 172mb pup, and always will be that way.

Besides this being leak just like all the other 'debug' pup file leaks in the past does nothing useful to the 'scene', only good for those that own illegal TEST boxes that bought off lame sites or from ebay, and don't have access to the DEVNET original pup updates.
