In that case, it sounds like you have a partial short somewhere on the board.

You said the board appears to have gotten wet...does that mean there are little white circles? If so, they probably contain minerals that are causing high resistance shorts.

Yes there were some mineral deposits. I have done my best to clean those up, although there are still some stubborn ones on there. I will try to clean it up some more. Is there any type of solvent/ household cleaner I can safely use on it?

I would stick with distilled water on a microfiber cloth.

It's still a no go. If I posted the pics up here would someone be willing to see if they could visually see something wrong with the board? I did order a new mobo off ebay but its on 3.7 and none of the leds work on it. I'm really hoping to get this one fixed and will hopefully find out its on 3.55 or lower!

Did you ever try using a 3.3V voltage regulator to make sure that your PSU is putting out the correct voltages? If you have two boards and neither will light, that would be my first concern.

I don't have a voltage regulator to test it. The other mobo hasn't arrived, but the ebay description said the led's didn't work. I have two power supplies and neither of them are working on the board I have.
