OK...have you at least tested to make sure that the 5V standby voltage is there and stable? You don't need a voltage regulator for that.

Two of the five pins were outputting 5v. I have two power supplies, and they both had the right output.

It sounds like the kind of issue that you will need to test a whole lot of different points for...not the kind of thing that is easily described on a forum.
