stick it in rightmost port (maybe it's not dependant) from bd but investigate some time.

it took me about 45mins on nor and some user said on nand 4 hours...

May sound foolish to ask, but is it fine to use my regular external drive with my games on it? As in using this app will not format or damage any of the files stored on this drive?

no, it just writes a flash binary file on your drive. but there should be a readme with the pkg, so you should read it first. but i can tell you from another user it works with nand...

so those who lost their act.dat for whatever reason are pretty much screwed and need to wait for somebody else to recompile the DLC for them?
