where can i download the latest spoof and is safe how is it use?

you can download here http://rebug.me/?p=1256. it's 3.72 version spoofer. you need choice either 3.41 or 3.55 depending of your cfw version.

downloading or using the spoof it cant update my ps3 right?

yes. once installed and activated, the spoof prevent from unwanted system updates.
