The PS3 can only read external storages if they're formatted in FAT32.
Also you probably know that but the PS3UPDAT.PUP update file must be located in PS3/UPDATE/ folder on the drive.

At this point, the only think I can think is that either there is an issue with the flash drive (thus I recommended doing a full format and not a quick format) or that there is a glitch in the firmware...easily fixable without soldering on 3.55 and below, impossible to fix without soldering (or an E3 that probably won't work) on 3.56 or above.

If formatting does not matter then use DelPart.exe
Thats the fastest and most sure way to remove any partition or file system on most hard drives.

Is this a new drive or the one that came with the system?
The drive might be bad or if its new it could be incompatible.

In any case it could not hurt to try formatting the drive to FAT32 first.
The FAT32 file system is native to Windows and should never have a problem with it.
Alternatively SwissKnife is a free Windows app that can do this for you.

Otherwise Windows can be forced to format any drive using the FAT32 file system from the command prompt if your not given the option in the GUI.

In WindowsXP the command is: format /FS:FAT32 X:
Where X: is the drive letter currently assigned to the drive you want to format.

In Vista and Win7 the command is: format H: /FS:FAT32
Where H: is the drive letter currently assigned to the drive you want to format.
You'll have to run the command prompt as administrator in Vista or Win7

Be careful using any of these commands or tools.
Its very easy to make a mistake and wipe something you don't want erased.

If you want to do it with a GUI, you can go to Control Panel > Administrative Tools > Computer Management > Storage > Disk Management. From there you can right-click the partition and delete it, and then create a new one. Windows is really good about reading FAT32 drives...they can be totally screwed and they will still work fine...but the PS3 is very picky in general, and a total perfectionist from the recovery menus.

Or "Right Click" on the Drive you want to format under "My Computer" and choose "Format."
If you don't see the drive under My Computer.
"Right Click" on the "My Computer" icon and go to "Manage" and then "Disk Management."

the drive is hte one that came with the ps3 and i did a full format
