What you mean that he would be caught if he were to go anonymously to an internet cafe in the middle of nowhere upload his exploit anywhere then give people the link a couple of weeks later?

Yes I'm sure that would be very difficult.

Personally I'd just go with walking around until a free wifi hotspot appears, or an open one and just do it like that. There done.

Extremely simple and 100% chance of not getting caught for anything.
