PS2/PSOne emulation on PS3 consoles is a a dropped feature, either in newer consoles wise or even in patching the emulator for existing BC consoles, Sony has no plans to develop them further, hence the compatibility will stay as is forever.

As for PC emulators, PCSX2 among with Dolphin are the most alive emulators to date, really good and frequent updates.
ePSXe though is not in development anymore and it's closed sourced so no.
PCSX is open sourced but it's not in development anymore either.
I have to say that to day, I haven't experienced any incompatible game with any PSOne game, worst case scenario maybe some graphical glitches but I think these belong to my memmory too from the day that those emulators were still in development...
