No you don't need to go back to 3.55 OFW first. And the issue is not because the PS3 is already on 3.55. You can reinstall the same firmware on recovery mode. Did you do the 3 tips I gave you on my above post?
Besides if trying to install 3.55 CFW gives no update data found message, same will happen with 3.55 OFW.

what cfw are you on if its kmeaw then u can go straight to cobra cfw but if its one of the older ones im sure i had to go to ofw first or maybe something wrong wit ur flash drive format it to fat32 only.

You only must be on OFW if you try to install Geohot's JB because it's a patch (who uses that anyway)
Because of this everyone now thinks you must be on OFW before installing a CFW.
I downgraded and updated my CECHA01 from CFW to CFW with no problem at all. As soon as the PUP file is good, you won't have a problem.
