Hmm....never had that here in the states...but then we only have power on and power off...it is rarely "low". Just for kicks, I would pull out the DMM and test the outlet and the PSU outputs.

Could a lack of thermal paste have anything to do with it? like on the CPU or GPU i mean its been sitting for a while and my room is cold. but i would imagine something like that being a problem for having a console running longer

could it be a diode? i do have a multimeter...any suggestions on what i should test?

First, plug in the PS3 power cable, then use the multimeter to test the voltage at the end of the cable (where it would plug into the PS3).
Second, test to make sure that the 12V going to the board turns on and stays at 12V until it turns off.
Third, make sure that the 5V outputs from the power supply don't drop when it is turned on.

alright ill check those.

Any chance it might have something to do with the CPU or GPU or the BIOS in general not wanting to boot or something?

Anything is possible...I would say it was more likely to be two of the BGA balls melted together than that tho.

Ball Grid Array...you know when people talk about cracked solder balls causing YLODs? They are talking about the BGA.

I'm to a conclusion that its CPU or GPU related. therefore i already purchased a new working motherboard for a great price that'll be here friday! Ill probably end up fixing the old one (sometime) then test and sell it (maybe)

Ive already done that. it was a no go
