I honestly think user names should not be changed at all.
Custom titles would suffice. Whether it be for good or bad, a users reputation is based on their identity and that is how it should stay

maybe a changing username should be a one thing only also a list of people who changed it with old name and new , that way i can get my name changed
 but yeah have to have lot of points. so its be long time severing members who can use this one time option
