Hi! Yesterday I bought the PS3 and the system software which is having is 4.00, can i hack it to play downloaded games? And what I need to do it?

Basically no you can't . If you want to play backed up games you have to downgrade which you need hardware for then you can only play older games and some newer ones . Search for e3 flasher

PS3Hax.net does not condone to piracy..."downloaded games".
If you recently bought a PS3 and for some reason its on 4.0 you most likely cant downgrade even with a flasher, but check what your lowest firmware compatible is.

Remember do plenty of research before implementing anything risky ex: flasher.

There is a special PUP that you can use to check but I not sure if that still works, and most likely you wont be able to downgrade as a worst case scenario.
