Not exactly, but there is a chance. 250X consoles came with 3.56, some were updated to 3.56 from a 3.5X OFW at the factory and thus can be downgraded to 3.55. Others however came with 3.56+ as their original firmware and cannot be downgraded past that. (A console cannot be downgraded below its first firmware flashed at the factory).

The only way to find out is to actually try it.
