the flasher is "required", no ifs, no buts, no maybes, it is a physical necessity (you are also free to use your own/make your own) and are available from other places non scene related if you research
the eboots that are used with TB "do not" require additional hardware until the devs "force" the restriction upon them

The E3 flasher which i bought, was a blank device, i had to install a hex file from one of the open source Jailbreak sources.
