what if i purchased a fat ps3 that has been update to 4.0.0 that would not work? or would it be downgradable. also i was going through the the sku's and read this in the notes on slims

It would mean you could downgrade with the help of a hardware flasher, for Q1.

As for the 2 notes you quoted, look at the last column on ps3devwiki. The 4 red boxes with #2 or #3 next to min fw version 3.61 are what those notes are for. Meaning if you get a PS3 CECH-250_A or B that is a 160GB or 320GB console, you cannot downgrade. All others, you can. =)

LAST question and thank you soo much for the help! so if i bought a slim that isnt PS3 CECH-250_A or B i can downgrade regardless if the previous owner has upgraded to the latest firmware?

No problem, and yes, to a point. Slim 3k models cannot be downgraded either, which are the most common ones nowadays, and are considered unhackable as of now. In addition, the slim 250_A/B's that are 120GB/250GB are fine, but the 160GB/320GB are not.

Also, to downgrade you need a hardware flasher and a service mode jig. The flasher can be many different things, but the most recommended ones are Progskeet, or Teensy++ 2.0. As for a service mode jig, I have a couple PSP's, so I just use those, but there's a large variety of things you can use for this, just have a quick google to find out your options if need be.

You try to act superior in terms of your intellect, but then fail to notice that I had not stated OFW or CFW in my initial statement which you quoted. There are no 120/250GB 25xx models, only 20xx and 21xx. All 20xx and 21xx are hackable, no need for a flasher if purchased brand new.
160/320GB 25xx models made in 2010 (date code 0C or 0D) are hackable, some of them with 1A code, and none of the 1B 25xx can be downgraded.
