If the person had the intellectual capacity to read/search, they would already have their answer.

People are not going to read regardless and this will question will be asked over and over till the end of time. There is no benefit in banning members.

Forum rules are like a user´s manual: no one reads

If a new member get a 2 day ban for posting stuff (fake or not), he/she probably never come back.

how about people who join can't post for 24 hours? they'll have to search or think about what they say for a day. that will at least keep spam bots away i think.
i think i joined this forum for at least a year before i posted and i know i'm not that intellectual of a person.

We could make it, so they will have to answer an actual question upon registering after having read the site rules.

For instance, they should explain what our take on asking for CFW is. A mod/selected member, could then review these explanations, and accept whether or not they have read it, and hence should have the user registered in here?

The cost is, signing up will no longer be instant, and of course there is also the cost of people needing to review peoples answers. I would gladly sign up for be one of those doing that(Im not powerhungry btw.. I assume it does not come with any more privileges).

I have witnessed this form of signup on some roleplaying forums for various roleplaying servers. They tend to take alot of importance in people having read the server/site rules, to avoid meta- & powergaming and similar forms of unaccepted conduct there.
