I understand there have been past discussions on this but nothing really answers the questions I have pertaining the set of circumstances that I have. Allow me to list them.

1) PS3, obviously, refuses to let me go into lobbies or create my own in my fighting games online. Can get on PSN and all that, but can't do that.
2) Talked to the IT Department and they said they can't help - they've got the firewall working for Xbox but can't do anything for PS3 users.
3) I have an iPhone 4 that has unlimited data, but I don't have the personal hotspot thing on my plan; however, I recently purchased the product from "http://www.tether.com" to allow me to "tether" my connection from my phone to my PS3 - not working.
4) Probably the most hated thing on this website, I use a Macbook.

Please help?

@temptemple : If you ask the IT Department for something specific, they might help you out (such as opening ports). After a quick Google, it seems if you open the following ports you can get access:

PlayStation®Network and SCEA Game Servers

All games published by SCEA (first-party) and the PlayStation Network may use the following ports for communication with SCEA (first-party) game servers:

IMPORTANT:
Make sure to enable these TCP/UDP ports in BOTH directions and are entered into the TCP and UDP port fields in your router / modem.

    TCP Ports: 80, 443, 465, 983, 5223, and 10070 - 10080
    UDP Ports: 3478, 3479,  3658, and 10070

Example of a third party game's ports (this example is Black Ops) : TCP - 80, 81, 443, 3074, 5223 and UDP - 3074, 3075, 3478

Xbox requires :

Xbox LIVE requires the following ports to be open:

    Port 88 (UDP)

    Port 3074 (UDP and TCP)

    Port 53 (UDP and TCP)

    Port 80 (TCP)

Then feetix~ (of the official PS3 forums) wrote this for firewalls blocking outgoing traffic on PS3:

TCP port: 80, 443
both TCP/UDP port 5223
UDP port 3478, 3479, 3658

Also, ps3devwiki has a list of ports used for a lot of games. So, yeah you should check that out.

Why not just ask for an 'available' IP from them, tell them to DMZ that ip and assign your PlayStation3 unit with that ip?

Here's the update - the IT people at my school are jerks. They said they couldn't do anything blah blah blah we're sorry we have some open for SOME games but we can do it all blah blah blah.. I'm a huuuuge Street Fighter player so I'm trying to get on the online action. Is there something in my network settings I can do or do I need to pester these people about ports now? Please say the first, I really don't wanna call these ******bags again.

I dont know about you, but when i went to school i worked and learned stuff, not play xbox/ps3. get a good education and play games at home
