Why is not possible to make a cfw for downgrading?

What I mean is :
1 somebody made a mfw that makes ps3 "thinks" it's an update in this case the 3.56 even if the fw was a 3.41. it allows to downgrade from 3.41+/3.55 to 3.41. But this works only on service mode! why?
2 now we have fw 4.11 and for downgrading we need a flasher but why can t we make as somebody made ps3 "thinks" to upgrade even if she is downgrading for example to a cfw 3.55... For example if we look into the "Updater.self" with a program as lordself we can see that in a 3.55 pup it is different from a 4.11 pup but we can change the data of the fw make it as it is a 4.11 fw...
The real question now is what ps3 checks when you try to install a fw how can she found that the fw i'm trying to install it's not an update but an oldest version??

I've though about that as well, I think I made a post over a year ago, noone replied :P

idk my guess is that the new firmware does other checks with the old firmware other than that the number 4.12 is higher than 3.55...

It s probably as you say... for example ps3 maybe has a sort of list of the md5 of the old pkg so if you try to install an old fw she found it and block the update... Because also cfw has some pkg that are the same as the one of the ofw...
But there is another strange thing if i try to install cfw 3.55 kmeaw ps3 give me the 8002F997 (damage data) error at 69% while coping but if i try to use the ofw ps3 told me that there aren't any update in my usb key O.O why!?
and what ps3 is checking at 69%?

That will not work because:
1/We can't make custom PS3UPDAT.PUP files that will install on ps3 FWs 3.56+

@bigo93 the reason no one replied was because it is deemed to be common knowledge for those in the PS3 Scene, that we can't make .pups that will install on 3.56+

Yes but my "why" means "how can ps3 recognize the cfw". What I want to understand is ,if somebody know it, how ps3 finds it is or not an upgrading ofw.

In FWs 3.56 and up the new system updater does some extra checks (that we do not yet understand) to verify the integrity of the pup. So by changing the pup in anyway, the ps3 will detect tampering and refuse to install it.

I noticed that when i tried to edit the EULA on ofw 4.11 but i thought i made something wrong because i can see for example on the nodex mfw that he changed it... is it different with the eula maybe?
