If it can be rgh'd then does it need to be flashed too? What would be the result of rgh'in corona but not being able to flash the liteon drive?

Well it does require soldering but not that level of soldering. It seems to me like someone is trying to rip you off. Check around the 360 scene sites if you want to find a cheapr, and probably more experienced 360 modder.

you shouldnt have to pay more than 70-80 dollars to get someone to rgh it for you.
buy a phat elite you can do pretty much what you want with that
instead of paying someone to rgh it for you you could buy a xkey360
