You'll run into some problems though with some specific games that may not boot into 576i natively though. 720p and 1080i/p should work universally though but since you say that your TV doesnt support NTSC I guess that it's not an HDTV but an old/cheap CRT. For example, GTAIV NTSC will not boot into PAL (576i/p) resolutions (will come up with a message saying that you cant boot this game in that resolution) but Tekken 6 NTSC will run on both 480 and 578 variants. Even though the console or the games are region free, developers have restricted the use of some functions depending of the region release. You can overcome this issue by having a CFW'd PS3 and edit the PARAM.SFO and enable the 576i/p resolutions and disable the 480i/p. The bad thing is that some games will output 576i but will force it to 60Hz which is something that most cheap/old CRT TVs will result into black and white image or no image at all. Again you can fix that by editing some strings on the xregistry.sys of the dev_flash of your PS3 (kinda tough).

LCD's aren't very expensive now, though. You might consider a cheap upgrade. I know Microcenter and NewEgg have good deals. If your on 4.11 or whatever, the monitor upgrade is the most practical.

Newegg is a U.S. only site (or at least North America), not sure about the other.

Sorry, I didn't think of that. Hm. Well, NCIX might have something. TigerDirect, BestBuy, and Wal-Mart might be shots as well. As long as they deliver to your location. Or go local and save some money (potentially). An adapter isn't safe though. I use to have a PAL monitor and used an adapter (it was old), and it shorted and I can't use that outlet until I find the time to get it fixed. So just be careful.
