cheap, i'd probably check a used store or craigslist. if you're trying a store like gamestop or half priced or something, do your research so you know what models are best and make sure to check the store's return policy.
if you want like the best possibility of finding one, i'd go with ebay cause i think a lot of people will label the ps3 specifically saying it's under 3.55 or something.

No PSN means no call of duty or any game that requires you to login to/access PSN. And correct you can still surf the web.

you can also get game updates (including ones that update too far). just wanted to point that out also cause some games need updates or there are glitches and stuff.

Use them, abuse of them and eventually you will get good in any area you want.
