I'm on Rogero v3.1 and never been on PSN before nor installed and activated ReactPSN...how do I do this

Tried it and it's working fine.
I'm on True Blue's CFWv2, so I had to downgrade the TB dongle to v2.5 and activate the 4.11 Spoofer to login to PSN. If you want to play more recent games deactivate the 4.11 spoofer and upgrade the TB dongle back to v2.62 or v2.70.

So your saying dont have TB dongle inserted but u can still sign into psn on TB cfwv2?

If you want to play single player latest TB games decativate spoofer , put dongle back in,? do some off the games tht worked on 2.5 tb update work online?

My console got banned ages ago , and it wasn't for modding games it was just using a device now I can't sign in atall with this debug thing says this device can't be used with this account or something . Tryed 3 accounts

Downgrade your dongle to v2.5 to play all TB games up till that version. Keep your dongle plugged in as normal. You can sign into PSN play online.

If you want to play any later games, you need to deactivate the 4.11 Spoofer, upgrade the dongle fw (because TB started using their own spoofer). and boot as normal. All PSN access is gone, but you can play newer TB games.
