I am on ofw 4.11 and i am not able to downgrade to 3.55and install cfw since the factory firmware is 3.60 (i checked with the PUP file), can i turn my ps3 into dex and downgrade to 3.55cfw?

Nope, you need 3.55.

You can't even use hardware flasher to get there, you are SOL.
