This is possible only if you use modules higher then the factory firmware. So you need to combine 2.70 with like 3.70. You need the keys for that.

I heard if you just lay the 2.70 pup on top of the PS3 and STOMP them together it downgrades immediately.

IIRC lowest possible firmware is dependent on boot/met ldrs. Both of which are not up-datable aside from at the factory. Both contain per console information and a firmware which would/can update this region would surely destroy/brick the console.
