I think he means it asks him to update his console (install a 4.11 spoof to bypass that) not to update the game update to a higher version (press O to avoid updating)

I used rebug 4.11 spoof to avoid being asked for 3.60 all the time.

I think editing the param.sfo can also avoid that.

PARAM.SFO was already edited. I have the 4.11 spoofer for 3.55, try that after Resistance installs.

Lol yes and no, Skyrim tells me I need to update the firmware to play the game, I just decline this invitation and it loads. I cant remember exactly what it says as Im at work, will check when I get home

yeah loading skyrim asks to update the game (1.01,1.02, 1.03 etc etc), not the system. If he doesn't have spoof or fixed sfo it will error saying "please update to 3.60 system software" before skyrim even loads.
