usb power problem when trying to restore from brick
im having a black screen on 4.11 atm so i did the e3_downgrade process but when i put in my e3 card reader, it doesnt have any power

The firmware is not being written correctly back to the PS3, I am having the same issue with an E3 flasher, do a backup of the current firmware an compare the original backup with the new one in HxD.
