You are on 420 DEX. Why are you trying to install a 3.55 fix?

Downgrade to 3.55 DEX FW install a DEX CFW then install the skyrim 1.06 package.

because what you are trying to install is a RETAIL UPDATE PKG....
OFFICIAL Sony DEX Firmware doesn't install RETAIL PKG unless you unpack that and repack as DEDUG PKG.
