If its the very old phat console, there will be another board for power button and eject, so you just need to replace the board only. if you have the slim or the new phat's the power button and eject button is soldered on to motherboard. Just open it and see if the power button is working or not

I had this before.. All I had too do was take it apart and stretch the metal tab (right under the power button) vertical. It got squashed down and I needed to press really hard to get it working. Stretching the tab up to make better contact fixed it. Dirt building up on that metal tab also has the same effect, just clean it back to shiny.

I've explained it kinda weird, but hopefully ya get what I mean.

@MJ999 if you have taken the power ribbon off the board before and put it back on, you probably have messed up one of the ends on the ribbon. I can't tell you how many ps3 units I got at my house that "wouldn't work" and all it was the ribbon cable. If you have power meter, put it on continuity and check each copper line on the ribbon cable from end to end and make sure there is a short. If any of them don't have continuity between them, then that's the problem. Also, you can look at them carefully and if there is a ripple in the copper end, or they look torn, just cut the ribbon cable end above the nasty spot, but make sure there is still some copper lead left, and then put it back in the board. Worked on all the units I got in the mail.
