YES why wouldn't it be?!?!?! You just confirmed it can be downgraded by running MINVERCHK. WHAT MORE DO YOU WANT?

Check the DOWNGRADE link in my sig for how to downgrade with hardware (there is no software way to downgrade).

@CrossUSAAF the downgrade dongle throws the console into factory service mode. Yu need to get to factory service mode to make your playstation apply the updat.pup during downgrading process.

Only when going into factory service mode. You will go into factory service mode and make the playstation take the 3.55 cfw updat.pup file. Then you will put an exit factory service mode file called lvl2.diag on a USB stick to exit factory service mode. After that you won't need the downgrade dongle anymore, unless you want to get into fsm for some reason.

If I Understood right, I Will put my PS3 to service mode with Downgrade USB dongle? After when PS3 shut downs, then I Need to copy CFW files to "original" USB flash drive, open PS3 and install them from storage device? But then... what I Need to do?

I believe this is better to talk about once you have the things you need to downgrade. I was just answering your question about what the downgrade dongle does. When you have everything yu need, then follow a guide to learn how to do it step by step. There are plenty out there like the one from playerkp420 or baileyscream.
