Here's my theory.
That admin is actually a reputable guy in Chinese PS3 forum so I doubt he would lie. That's also the reason why many Chinese users believe him even without any convincing video, and why red power contacted him to offer a test PS3: it's like free advertisement for this CFW.
What bugs me is that why red power don't just offer the PUP itself to do the test. I smell a rat here.

The same happens in any scene site, always the admin has the last word so to speak or the most trusted user who brings always legit news.
I don't know what's happening here but bear in mind that releasing the .PUP is a big risk:

1) They can easily be debunked and labeled as fake.

2) If got released can fall on *enemy* hands and i doubt they want that.

3) Or if they release the .PUP = No business.

New CFW-only-bootable-by-our-new-DRM-dildo?
The testing PS3 doesn't have anything connect, so I'm hoping that it was simply a test to find/remove any last bugs.

Anyone knows the PS3 model used?
