Also like carldening said, how the **** they can play 4.21 games without the keys? The games checks the version of the keys, if this firmware was made with 3.55 keys, then it's impossible to play the newer games, cuz of the checking.
So i think this firmware really have keys, but well im not an expert on this, im a little bit nOOb

FIRST you are not a dev and you dont know what you are talking about
SECEND look for the first thread about 3 60 keys here on hax and you will see that kakarotoks confirming about a possibility of software downgrade!

1-First im not a dev that's true, but you see a software to downgrade without a flasher? No so my answer is correct, you can't get back to 3.55 without a flasher
